Abstract:
The LANDFIRE fuel data describe the composition and characteristics of both surface fuel and canopy fuel. Specific products include fire behavior fuel models, canopy bulk density (CBD), canopy base height (CBH), canopy cover (CC), canopy height (CH), and fuel loading models (FLMs). These data may be implemented within models to predict the behavior and effects of wildland fire. These data are useful for strategic fuel treatment prioritization and tactical assessment of fire behavior and effects. DATA SUMMARY: These fuel types have been defined "as an identifiable association of fuel elements of distinctive species, form, size, arrangement, and continuity that will exhibit characteristic fire behavior under defined burning conditions" (Pyne, Andrews and Laven, 1996). The Canadian Forest Fire Danger Rating System (CFFDRS) arranges fuel types into five major groups with 16 discrete fuel types which are qualitatively distinguished by variations in their forest floor and organic layer, their surface and ladder fuels, and their stand structure and composition. LANDFIRE 2014 (lf_1.4.0) used LANDFIRE 2012 (lf_1.2.0) data as a launching point to incorporate disturbance and its severity, both managed and natural, which occurred on the landscape after 2012. Specific examples of disturbance are: fire, vegetation management, weather, and insect and disease. Disturbance data used in the updating is the result of several efforts that include data derived in part from remotely sensed land change methods, Monitoring Trends in Burn Severity (MTBS), and the LANDFIRE events data call. Vegetation growth was modeled where disturbance occurred.
Purpose:
LANDFIRE data products are designed to facilitate national- and regional-level strategic planning and reporting of management activities. Data products are created at a 30-meter grid spatial resolution raster data set; however, the applicability of data products varies by location and specific use. Principal purposes of the data products include providing, 1) national-level, landscape-scale geospatial products to support fire and fuels management planning, and, 2) consistent fuels data to support fire planning, analysis, and budgeting to evaluate fire management alternatives. Users are advised to evaluate the data carefully for their applications.

Although LANDFIRE products are delivered as 30-meter pixels, they should not be used at the individual pixel level or on small groups of pixels. LANDFIRE products were designed to support 1) national (all states) strategic planning, 2) regional (single large states or groups of smaller states), and 3) strategic/tactical planning for large sub-regional landscapes and Fire Management Units (FMUs) (such as significant portions of states or multiple federal administrative entities). The applicability of LANDFIRE products to support fire and land management planning on smaller areas will vary by product, location, and specific use. Further investigation by local and regional experts should be conducted to inform decisions regarding local applicability. However, it is the responsibility of the local user, using LANDFIRE metadata and local knowledge, to determine if and/or how LANDFIRE can be used for particular areas of interest. LANDFIRE products are not intended to replace local products, but rather serve as a back-up by providing wall-to-wall cross-boundary products. It is the responsibility of the user to be familiar with the value, assumptions, and limitations of LANDFIRE products. Managers and planners must evaluate LANDFIRE data according to the scale and requirements specific to their needs.

LANDFIRE Refresh 2001 (lf_1.0.5) In order to bring these fuel model sets to the age of the imagery and to incorporate new methods for determining cover and height, the fuel model sets were combined spatially with new spatial information and re-assembled as the lf_1.0.5 (Refresh 2001) data set. The lf_1.0.5 (Refresh 2001) data incorporates some new LANDFIRE Existing Vegetation Type (EVT) values, new LANDFIRE Existing Vegetation Cover (EVC), and new LANDFIRE Existing Vegetation Height (EVH) from the Landfire National effort. Since the rulesets for fuel model development were based on EVT, EVC, and EVH the distribution and count of pixels in each fuel model group may be different from the Landfire National Fuel Model Set. The changes in count and arrangement of the surface fuel models was minimized, as much as possible, by the rectification process as the new layers were combined.

LANDFIRE 2010 (1.2.0) and Refresh 2008 (lf_1.1.0): To bring the fuel model set from the age of the imagery to a more current time period (2008), the LF_1.0.5 fuels data set was revised based on the modeled change in vegetation (type, cover, height) through disturbance and natural processes. Five major disturbance types are displayed in the LF 2010 and 2008 fuel model dataset described by three intensities and two time periods since the disturbance event. The five disturbance types are: 1. Fire 2. Mechanical A which manipulates fuels on site but does not reduce the loading 3. Mechanical B which removes fuel mass from the site 4. Wind 5. Insect and Disease The three intensities for mortality of above ground vegetation are: high >75% , moderate 25-75% , and low 0-25%. The time periods since the disturbance event are 0-3 years and 4-10 years (the first time step is 0-3 years due to quick return of vegetation). Based on the intensity of the disturbance and the time since the event the surface fuel model was changed to reflect the change in surface vegetation from modeling and expert opinion inputs. Generally, the second time step since disturbance returned the fuel model to its original state due to the quick return of the vegetation. Vegetation in areas that were not included in the disturbance layer was modeled through growth simulation models. Determination of the change in FBFM13/40 due to disturbance or natural processes was based on information attained from Forest Vegetation Simulator /Fire and Fuels Extension (FVS/FFE) and local expert opinion.
