Abstract:
The LANDFIRE (LF) fuels vegetation products describe the following elements of fuels vegetation for each LF vegetation production unit: Fuels Vegetation Type (FVT), Fuels Vegetation Cover (FVC), and Fuels Vegetation Height (FVH). The suite of fuels vegetation products is derived from LF Existing Vegetation (LF 2001 LF Remap), LF Remap Existing Vegetation and the Historical Disturbance (HDist) representing the pre-disturbance scenario on the landscape (see EVC and HDIST metadata for detailed descriptions). FVH depicts vegetation height by lifeform (tree, shrub and herbaceous), and is an important input to other LF fuel mapping efforts. LF Remap lifeform (tree, shrub, herbaceous) has a potential height range of 0-100 meters; determined by the average height weighted by species cover and based on Existing Vegetation Type (EVT) life-form assignments. For FVH assignments, dominant life-form height is binned as follows: Tree: 0-5m, 5-9m, 9-13m, 13-17m, 17-21m, 21-25m, 25-29m, 29-33m, 33-37m, 37-41m, 41-45m, 45-49m, 49-Max; Shrub: 0-0.5m, 0.5-1m, 1-3 m, 3m-max; Herb: 0-0.5m, 0.5-1m, 1m-max. Disturbance areas are updated assigning pre-disturbance height based on the year of disturbance (HDist) and associated LF product. For instance, a disturbance in 2011 will have its canopy height values updated using LF 2010, representing the pre-disturbance scenario with canopy height data from 2010. The final FVH product is evaluated through a series of QA/QC measures ensuring lifeform of the canopy height assignment matches the lifeform of associated fuel vegetation products. FVH is also used in the development of subsequent LF fuels products, encompassing further review. FVT is 2019 capable, meaning the Time Since Disturbances are updated to the effective year 2019 based on the year the disturbance occurred, making the product ready for use in year 2019. Disturbances that are older than 10 years in 2019 follow the existing LF protocol and are removed from FDist and treated as non-disturbed. Disturbances on the landscape have been identified through 2016 using the best available information (see Annual Disturbance). All non-disturbed fuel continues to be based on the LF Remap fuel vegetation.
Purpose:
LF products are designed to facilitate national- and regional-level strategic planning and reporting of management activities. Products are created at a 30-meter spatial resolution raster data set; however, the applicability of products vary by location and specific use. Principal purposes of the products include providing, 1) national-level, landscape-scale geospatial products to support fire and fuels management planning, and, 2) consistent fuels to support fire planning, analysis, and budgeting to evaluate fire management alternatives. Users are advised to evaluate the products carefully for their applications.

Although LANDFIRE products are delivered as 30-meter pixels, they should not be used at the individual pixel level or on small groups of pixels. LANDFIRE products were designed to support 1) national (all states) strategic planning, 2) regional (single large states or groups of smaller states), and 3) strategic/tactical planning for large sub-regional landscapes and Fire Management Units (FMUs) (such as significant portions of states or multiple federal administrative entities). The applicability of LANDFIRE products to support fire and land management planning on smaller areas will vary by product, location, and specific use. Further investigation by local and regional experts should be conducted to inform decisions regarding local applicability. However, it is the responsibility of the local user, using LANDFIRE metadata and local knowledge, to determine if and/or how LANDFIRE can be used for particular areas of interest. LANDFIRE products are not intended to replace local products, but rather serve as a back-up by providing wall-to-wall cross-boundary products. It is the responsibility of the user to be familiar with the value, assumptions, and limitations of LANDFIRE products. Managers and planners must evaluate LANDFIRE data according to the scale and requirements specific to their needs.

LANDFIRE Refresh 2001 (LF 1.0.5): Imagery used in LANDFIRE National covered a span of years and several large wildland fires may not be represented for the time period used in that locale. LANDFIRE circa 2001 ensures wildland fires through 2001 are represented. Additional improvements found in Refresh 2001 include resolving inconsistencies along the international borders and updating aspects of the following: riparian and wetlands areas, agricultural and urban vegetation types as burnable, and adjusting the extent of barren and water land cover types.
