Abstract:
Introduction: LANDFIRE disturbance products are developed to provide temporal and spatial information related to landscape change for determining vegetation transitions over time and for making subsequent updates to LANDFIRE vegetation, fuel and other products. Disturbance products include attributes associated with disturbance year, type, and severity. These products are derived from Landsat satellite imagery, polygons from the LANDFIRE Events Geodatabase, and other ancillary data. Abstract:LANDFIRE annual disturbance products provide temporal and spatial information related to landscape change. These products are attributed with disturbance type and severity and used to inform and update LANDFIRE vegetation and fuel products. The final annual disturbance products depict disturbances that occurred in that year. Disturbance attribute information is provided by cooperators from local, state, and federal agencies, private organizations, as well as national fire mapping programs (e.g., Monitoring Trends in Burn Severity). These data provide information regarding the location, extent, and type of disturbances and are consolidated into the LANDFIRE Events Geodatabase. Landsat image-based change detection is used to locate disturbances not included in the LANDFIRE Events Geodatabase or provided by other fire mapping programs. It also provides an estimate of severity for both satellite-based change and LANDFIRE Events. Landsat imagery for two seasons (centered near June 24/25 and September 7/8) spanning four years (e.g., 2014, 2015, 2016 and 2017) are processed into best-pixel composite images. There are 98 tiles covering the conterminous United States and each composite has a nominal tile size of 10,000 x 10,000 pixels. There are four tiles of varying size covering the Hawaiian Islands. No image-based change detection is performed for Alaska. The image composites are used to create vegetation indices (i.e., NDVI and NBR) and other derivatives which serve as inputs into the Multi-Index Integrated Change Algorithm (MIICA) (Jin, et. al. 2013). The MIICA outputs and differenced products (e.g., dNDVI and dNBR) are used by image analysts to identify where change is located on the landscape. Classification and regression modelling is also used to identify disturbances.Fire severity and extent disturbances are sourced from the Monitoring Trends in Burn Severity (MTBS), Burned Area Reflectance Classification (BARC), and Rapid Assessment of Vegetation Condition after Wildfire (RAVG) programs. Any no-data gaps caused by clouds, water or Landsat 7 SLC-off artifacts are filled using spectral modeling techniques utilizing the Landsat image composites as input. The result is continuous and consistent severity and extent information for fire scars. In rare cases where modeling is ineffective at filling gaps a 13x13 focal majority filter is used. Smaller fires are identified using the Landsat-derived Burned Area Essential Climate Variable (BAECV) product and are included as determined by the analyst.Causality and severity information assigned to a disturbance is prioritized by the data source. Highest priorities come from fire mapping programs (i.e., MTBS, BARC and RAVG), followed by the LANDFIRE Event Geodatabase descriptions, and lastly, Landsat image-based change detection. Additional attribution is provided by BAECV where identified disturbances that intersect BAECV detections are assigned a fire causality. The Protected Area Database provides land ownership information and is used to help determine remaining causality assignments.
Purpose:
LANDFIRE data products are designed to facilitate national- and regional-level strategic planning and reporting of management activities. Data products are created at a 30-meter grid spatial resolution raster data set; however, the applicability of data products varies by location and specific use. Principal purposes of the data products include providing, 1) national-level, landscape-scale geospatial products to support fire and fuels management planning, and, 2) consistent fuels data to support fire planning, analysis, and budgeting to evaluate fire management alternatives. Users are advised to evaluate the data carefully for their applications.

Although LANDFIRE products are delivered as 30-meter pixels, they should not be used at the individual pixel level or on small groups of pixels. LANDFIRE products were designed to support 1) national (all states) strategic planning, 2) regional (single large states or groups of smaller states), and 3) strategic/tactical planning for large sub-regional landscapes and Fire Management Units (FMUs) (such as significant portions of states or multiple federal administrative entities). The applicability of LANDFIRE products to support fire and land management planning on smaller areas will vary by product, location, and specific use. Further investigation by local and regional experts should be conducted to inform decisions regarding local applicability. However, it is the responsibility of the local user, using LANDFIRE metadata and local knowledge, to determine if and/or how LANDFIRE can be used for particular areas of interest. LANDFIRE products are not intended to replace local products, but rather serve as a back-up by providing wall-to-wall cross-boundary products. It is the responsibility of the user to be familiar with the value, assumptions, and limitations of LANDFIRE products. Managers and planners must evaluate LANDFIRE data according to the scale and requirements specific to their needs.
